Even if you overlook the ironic misspellings we still have an imperfect instrument. Some of the intent is vague and it is out of the context of a codified policy or any delegated agency to actually deflect asteroids and comets when they come to threaten Earth - and it is not enough - but nonetheless, the work it describes does need to be done. So any step in the right direction...
